While not one of my very favorite Bowie songs, this one is pretty close.  It is an all-purpose song that he was able to perform during a variety of stages in his career.  It’s intentionally funny and sounds great.  The song’s origin is supposedly in either Bowie himself or Iggy Pop having a drug-indeed hallucination about a living television.  Along those lines I have interpreted this in the context of the rest of the album, which begins with a far more serious song that, in which, among other things Bowie protests, “it’s not the side effect of the cocaine” (you know, the one played at the Republican convention two nights ago).  This song is kinda exactly that.
